HR manager in Approval groups

We're introducing a new privileged role so that Admins can designate staff as HR personnel in Approval groups. HR personnel can support workers within their group(s) by onboarding or separating workers, adjusting pay rates and other benefits and policies, but are restricted from payroll or payment processes.
